Lasso Tool around the person (twice, because there is a beam that cuts through his body)
Copy the colour layer
Paste the colour layer

Use Black and White Filter on the first layer.
Leave the second layer in colour.
Hide the colour layer, on the Black and White layer, erase the fishermen and the boat.
Reveal layers.
